Recently, the Market Supervision and Administration Bureau of Chengxiang District, Putian City, focused on the replacement work of low-voltage residential smart energy meters expiring in 2025 and launched a special on-site inspection campaign. State Grid Putian Power Supply Company actively responded and fully cooperated, taking multiple measures such as strict verification of new meters, standardization of replacement procedures, and strengthening of installation safety to strictly guard the "fair scale" of electricity use. It effectively ensures that residents use "reliable electricity and secure electricity," building a solid barrier for the measurement safety of people's electricity consumption.
This special inspection takes the entire process of smart energy meter replacement as the core verification dimension, and runs "compliance" and "accuracy" through the whole process. The inspection focuses on three key links: First, it verifies the qualification certificates for the verification of new meters, ensuring that every smart energy meter to be installed has passed the statutory metrological verification and meets national metrological standards, thus preventing unqualified meters from entering residents' lives from the source. Second, it inspects the standardization of replacement operations, conducting detailed supervision on the steps and procedures of meter disassembly and installation, as well as the use of tools, to avoid impacts on meter measurement accuracy or potential electricity safety hazards caused by improper operations. Third, it spot-checks the on-site installation work, including the qualifications of operators and the implementation of safety protection measures, to ensure the safety of personnel and equipment during the replacement process.
In the specific inspection process, staff from the Market Supervision and Administration Bureau of Chengxiang District and State Grid Putian Power Supply Company formed a joint inspection team to carry out a "carpet-like" inspection in various residential communities within the jurisdiction. At each location, the staff carefully checked the integrity of the electricity meter box equipment, whether the metrological seals were intact, and whether the meter label information was clear and accurate. At the same time, they conducted on-site tests on the standardization of wiring and the stability of current and voltage, and verified the operating accuracy of the meters on-site using professional instruments. This ensures that the measurement error of each meter put into use is controlled within the range specified by the state. "The accuracy of electricity meters is directly related to the vital interests of residents. We must carefully check each household and each meter without the slightest carelessness," said a staff member of the joint inspection team.
In addition to the strict on-site inspection, the staff also carried out the "metering knowledge into the community" service simultaneously. Regarding the questions of common concern to residents, such as "why meters need to be replaced," "whether new meters are more accurate in measurement," and "whether there are changes in the electricity fee calculation method after replacement," the staff popularized metrological laws and regulations as well as meter knowledge in plain language by distributing publicity brochures and conducting on-site demonstrations and explanations. They also explained in detail the policy basis, technical standards, and follow-up maintenance procedures for smart energy meter replacement, enabling residents to clearly understand the "whole process of meter replacement" and the "detailed account of electricity use." This effectively dispelled the concerns of some residents about the measurement accuracy of new meters and won the understanding and recognition of the public.
"This special inspection is not only a comprehensive 'physical examination' of the smart energy meter replacement work, but also a direct protection of residents' electricity consumption rights and interests," emphasized the relevant person in charge of Chengxiang Power Supply Branch of State Grid Putian Power Supply Company. As the "measurement core" of people's electricity use, the accuracy and standardization of smart energy meters directly affect residents' daily lives and consumption fairness. Through the collaborative linkage between supervision authorities and enterprises, potential problems can be discovered and rectified in a timely manner, and the procedures for meter replacement and management can be further standardized, injecting strong impetus into creating a harmonious and high-quality electricity use environment.
In the next step, State Grid Putian Power Supply Company will continue to maintain close cooperation with market supervision departments, establish a "normalized inspection + dynamic tracking" mechanism, and continue to do a good job in the special inspection and follow-up support work for the replacement of low-voltage residential smart energy meters expiring in 2025. On the one hand, it will continue to strictly control the "access check," "verification check," and "installation check" of electricity meters to ensure that the measurement of every kilowatt-hour of electricity is accurate, fair, and just.
