Nationwide Acceleration of Smart Electricity Meter Upgrades: Building a New Ecosystem for Intelligent Power Consumption

Recently, a wave of smart electricity meter upgrade projects has swept across the country. From the grasslands in the north to the coastal areas in the south, and from eastern cities to western towns, various regions are leveraging technological iterations and project advancements to make smart electricity meters a cornerstone for improving power service quality and building a new-type power system. This nationwide revolution in power metering is bringing smarter, more efficient, and safer electricity experiences to millions of households and enterprises.
In Dalate Banner, Ordos City, Inner Mongolia, a precise upgrade of power metering is underway across the vast grasslands and farmlands. The local power supply department launched the 2025 electrical energy metering device replacement project in April this year, and has completed the replacement of 7,774 smart electricity meters and smart marketing terminals, accounting for 20.8% of the total. This people's livelihood project, with a total investment of 8.6521 million yuan, will cover over 14,000 customers in 177 transformer districts across the banner, with full completion scheduled for the end of September. The newly commissioned three-phase adaptive electricity meters are equipped with advanced anti-tampering chips and edge computing modules, capable of real-time collection of over 20 electrical parameters such as voltage, current, and power factor. In case of line overload, voltage abnormalities, or other issues, the system can automatically trigger an early warning within 0.5 seconds. Power maintenance personnel can quickly locate fault points through the intelligent dispatch platform, reducing the average repair response time by 60% compared to the era of traditional electricity meters.
In residential communities in Chaoyang District, Beijing, the replacement of smart electricity meters is progressing in an orderly manner. As a key project for urban power upgrading, over 7,700 households in communities such as Zinan home,Century Oriental Garden, and Huahan International will receive new smart electricity meters free of charge, with full completion expected in August this year. Ms. Wang, a resident of Zinan home,shared her experience after checking her household electricity consumption in real-time through a mobile app: "In the past, we had to wait for staff to come door-to-door for monthly meter reading. Now, I can check the electricity details anytime, the step-by-step electricity price calculation is clear at a glance, and I can pay the bill directly on my phone. It's so convenient." The new meters not only realize basic functions such as remote meter reading and online payment but also analyze electricity usage habits through intelligent algorithms to provide users with energy-saving suggestions. After installation in some old communities, the average electricity consumption of residents has decreased by 5%.
The upgrade of smart electricity meters in southern regions features "system-level innovation." The Metrology Automation System 3.0 developed by China Southern Power Grid has been fully put into operation in Guangdong. This fully localized and cloud-based intelligent system has a computing power 10 times higher than the previous generation, capable of processing real-time data from millions of smart electricity meters simultaneously. Through dynamic monitoring and life assessment of meter operation status, the system can accurately determine the timing for equipment replacement, avoiding resource waste caused by premature obsolescence, and saving an average of 1.35 billion yuan in meter replacement costs annually. More notably, the Dianhong smart electricity meters equipped with IoT technology have been promoted in the Pearl River Delta region. Their leakage detection and fire early warning functions can be linked with community security systems, successfully warning of 12 potential electrical fire hazards this year and building an "intelligent defense line" for residents' electricity safety.
In Sichuan, a western province, smart electricity meters are becoming a "helper" for rural revitalization. Addressing the characteristics of scattered electricity usage and complex lines in rural areas, the local power supply department has introduced new-generation smart electricity meters with additional functions such as low-voltage monitoring and three-phase imbalance adjustment, guiding rural power grid transformation through big data analysis. In Renshou County, Meishan City, agricultural irrigation electricity data collected by smart meters has helped the power supply department optimize transformer layout, improving the efficiency of agricultural irrigation electricity use by 20% and reducing annual electricity expenses per mu of land by 80 yuan. Meanwhile, the remote recharge function has solved the problem of difficult bill payment for elderly people in rural areas. Currently, the coverage rate of smart electricity meters in rural areas of the province has reached 98%, basically realizing "bill payment without leaving the village and quick response to faults."
From a technological evolution perspective, smart electricity meters have evolved from simple metering tools to key nodes in the energy internet. New-type meters with 5G communication and edge computing capabilities can support new electricity scenarios such as distributed photovoltaic grid-connected metering and orderly charging management of electric vehicles. In Suzhou Industrial Park, Jiangsu Province, smart electricity meters are linked with user-side energy storage systems, guiding users to shift electricity usage to off-peak hours through time-of-use electricity prices. The peak-valley difference of the power grid in the pilot area has decreased by 15%, providing an effective path for peak regulation in the new-type power system.
Industry experts stated that the widespread popularization of smart electricity meters not only improves the efficiency of electricity services but also provides data support for energy policy formulation and power grid planning through the mining and application of massive electricity consumption data. With the advancement of the "dual carbon" goals, the role of smart electricity meters in demand-side response, energy conservation, and emission reduction will become more prominent, promoting the transformation of China's energy consumption structure towards green and low-carbon development.
