The Cornerstone of Smart Cities – Smart Meters

As more than 28 million electricity meters across Liaoning Province are equipped with a "smart brain", and as Guangzhou’s mega-city energy system enables full-link collection of power consumption data for tens of millions of users once per minute, the outline of smart cities is becoming clearer than ever before. These smart meters installed in thousands of households, enterprises and factories have gone far beyond the role of traditional "electricity consumption counters". They are the nerve endings sensing the pulse of urban energy, the data source driving refined urban governance, and the core hub empowering the green and low-carbon transition, jointly forming a solid and indispensable cornerstone of smart cities.

1. Precise Sensing: Building a "Digital Twin" for Urban Energy Operation

The core of a smart city lies in "sensing". The vast Internet of Things (IoT) composed of smart meters is depicting an accurate portrait of urban energy consumption in real time with unprecedented breadth, depth and speed.

In the past, manual meter reading featured long cycles and single-dimensional data, making urban energy management like "viewing flowers through fog". Today, smart meters have achieved high-frequency and automated data collection. In Liaoning, relying on an advanced collection system, 28 million smart meters upload data every 15 minutes, forming a dynamic "health map" of electricity. Guangzhou has further compressed the full-link collection cycle of large-scale user data to 1 minute, 15 times the industry average, truly realizing "minute-level" sensing of urban power consumption status.

These massive real-time data streams constitute the "digital twin" of the urban energy system. In Shenzhen, power supply authorities have taken the lead in building a "City + Power Grid" digital twin platform by integrating IoT data from smart meters and combining it with urban data such as community population and enterprise information, realizing 3D panoramic visualization of the urban power grid from "transmission, transformation, distribution and consumption" to "overground and underground". This means that the real-time status, load distribution and even potential risks of a city’s energy system can be clearly perceived and accurately predicted, providing strong data support for the stable operation of the city.

2. Empowering Governance: A Transformative Shift from Passive Response to Proactive Urban "Smart" Governance

Based on precise sensing capabilities, smart meters are driving profound changes in urban governance models, with value reflected in multiple dimensions including livelihood services, safety prevention and control, and efficiency improvement.

Firstly, it has greatly improved the response speed and accuracy of public services. Traditional fault reporting relied on user phone calls, whereas today smart meters themselves have become "power sentinels". Guangzhou’s metering system can accurately push information to affected users approximately 3 minutes after a power outage occurs, while simultaneously optimizing repair scheduling. Liaoning’s "Power Emergency System" identified transformer overload risks during the winter of 2023 by analyzing fluctuations in meter data, thereby avoiding a power outage affecting 30,000 households. In the renovation of old residential areas in Suizhou, Hubei, the installation of smart meters coupled with the shift from "transferred power supply" to "direct power supply" reduced the annual average number of power outages in communities from more than 20 times to about 0.5 times, significantly improving residents’ quality of life.

Secondly, it has strengthened the urban safety prevention and control system. Smart meters equipped with advanced IoT operating systems feature enhanced functions. For example, the "Dianhong" system promoted by China Southern Power Grid includes a non-intrusive monitoring program built into smart meters that can detect electricity leakage and even identify potential safety hazards such as electric vehicle charging indoors, providing information to relevant authorities and shifting power safety protection from post-incident remediation to pre-incident early warning.

Finally, it has improved the overall efficiency of social management. For commercial complexes (such as Chengdu Dayou Smart Plaza) or large communities, smart meter systems enable remote centralized meter reading, online payment and intelligent control, freeing property managers from cumbersome manual meter reading and fee collection. The "Smart Electricity Use" pilot project in Doumen, Zhuhai allows villagers and breeders to manage electricity bills as conveniently as pre-paying phone bills, while also facilitating electricity management for village collectives.

3. Driving Transition: A "Carbon Navigator" Empowering Green and Low-Carbon Development

Against the backdrop of the "Dual Carbon" goals, smart meters have become a core bridge connecting electricity consumption and carbon emission management, driving the green transition of the whole society.

The cutting-edge exploration is reflected in the field of "electricity-carbon metering". In a pilot demonstration zone in Anhui, a new type of electricity-carbon meter is installed in enterprise power distribution rooms. It not only measures electricity consumption but also monitors and displays enterprises’ carbon emission data in real time, uploading data to the carbon monitoring system every 15 minutes. Different from the extensive accounting method using annual average electricity-carbon factors in the past, this system can generate high-precision dynamic carbon emission factors by considering factors such as fluctuations in new energy power generation, making enterprises’ carbon emissions "visible, calculable and controllable". An auto parts enterprise successfully reduced carbon emissions by 10% after optimizing production processes based on analysis provided by the system.

For ordinary households, smart meters also guide green living. Shenzhen launched the country’s first residential low-carbon electricity "Carbon Inclusion" application, guiding about 800,000 households to practice green and low-carbon living, with a cumulative carbon reduction of more than 20,000 tons. In addition, by supporting accurate metering for the grid connection of distributed photovoltaic and energy storage systems, and providing technical support for electric vehicle charging facilities and demand-side response, the smart meter system is comprehensively supporting the construction of new power systems and the consumption of green energy.

4. Solid Foundation: Continuous Evolution of Technological Innovation and Industrial Ecology

The reliability of smart meters as a cornerstone stems from sustained technological innovation and strict quality control. On the meter manufacturing side, leading enterprises are practicing green manufacturing by optimizing design to reduce their own energy consumption and using environmentally friendly materials to minimize environmental impact from the source. In the verification link, automated and digital "transparent factories" are key to ensuring fair metering. For example, Liaoning uses robotic arms to conduct fully automatic "physical examinations" for meters at a speed of 3 meters per second, with each meter passing 7 inspection checkpoints to ensure accuracy meets national standards; Guangdong’s digital verification factory has an annual verification capacity of 28 million meters, with the entire process under strict monitoring.

Looking ahead, this "cornerstone" will become smarter and more powerful. The promotion of "Dianhong", China’s first power IoT operating system, aims to enable all power equipment to "speak the same language", achieving wider interconnection and data integration. A more microscopic quantum metering revolution has also begun, with quantum standard energy meters improving measurement accuracy by 5 times compared with traditional technologies, laying the foundation for higher-precision metering in the future.

Conclusion

From mechanical gears to digital chips, from isolated counting to the Internet of Everything, the evolution of smart meters is a microcosm of cities moving toward smartness. Standing quietly behind every wall, they silently weave a nationwide sensing network; they measure every kilowatt-hour of consumption, as well as the efficiency of urban operation, the warmth of livelihood services and the progress of green development. When data from every smart meter flows into the river of urban wisdom, they are no longer simple instruments, but the most fundamental, dynamic and indispensable cornerstone lighting up the edifice of smart cities.
